In the 1980s, economic relations between Japan and China
were based on bilateral long-term agreements. Japanese ex-
ports to China —mainly iron and steel products— accounted
for no more than 7 percent of all Japanese exports, while Jap-
anese imports from China— mainly crude oil —accounted for
slightly less than 5 percent of all Japanese imports 1. Due to
the strong yen, Japanese labour-intensive industries and elec-
tric and electronic goods manufacturers decided to move to
Southeast Asia and China in search of high-quality, low-cost
labour.
During the 1990s, trade became more diversif‌ied. Japan
increased its imports of manufactured goods from China, es-
pecially traditional goods such as textiles, clothing and foot-
