One day in April 2009, Guo Yuanlie, a villager team leader in Dawang Town, San Menxia Lingbao City brought 18 villagers to make grievance to the higher authorities. Huang Songtao, the secretary of the Party Committee in Dawang Town came to the villagers and persuaded them to return to the hotel and wait for the leaders of Lingbao City to solve problems. Huang Songtao had Li, a deputy secretary, give Guo Yuanlie 5000 Yuan at that time to solve these 19 villagers’ accommodation and food problems in Beijing. After three days, Guo Yuanlie wrote a 5000 Yuan receipt to Li under his advice.
