“CONSTRUCTION OF THE DATA ECONOMY SYSTEM” FORUM: CONTRIBUTIONS
OF EXPERTS AND SCHOLARS TO THE DEVELOPMENT OF A DATA ECONOMY
The China International Big Data Industry Expo 2019 (hereinafter referred to as “Big
Data Expo”) was held in Guiyang from May 26 to 29, 2019. During the Big Data Expo,
the “Right Affirmation, Openness, Sharing, Empowerment of Data: Construction of the
Data Economy System” Forum was successfully held in Guiyang on May 28, 2019. The
Forum was sponsored by the Big Data Expo Organizing Committee, undertaken by
Renmin University of China, Guiyang College, and the Digital Technology Industry
Working Committee at China Quality Management Association for Electronics Industry
(CQAE). It was co-organized by the Law and Technology Institute at Renmin University
of China, School of Economics and Management of Guiyang College, Big Data
Blockchain and Regulatory Technology Laboratory at Renmin University of China, and
other units. More than 300 senior scholars, economists, technical experts, industry
representatives, and business leaders from the government, enterprises, and academia
gathered together and conducted in-depth discussions on the above topic, contributing
toward the development of a data economy.
WANG Yi, the Dean of Renmin Law School and the Dean of the Law and Technology
Institute at Renmin University of China, highlighted in his speech that “data” is the key
word in a new round of scientific and industrial revolution, which requires in-depth
communication and joint research by countries all over the world.
In representative of the Forum, Professor YANG Dong released his significant
research findings in a publication. Based on his engagement with case studies and in
developing models such as Guiyang’s big data transactions and technological applications
of blockchain, YANG made a theoretical breakthrough and proposed the concept of token
economics. Instead of entangling the notion of data with the concept of ownership, token
economics focuses on the sharing and empowerment of data to achieve a greater
distribution of benefits. The theory of “token” originated from China’s local practice and
promotes the initial intention of “Better Data, Better Life,” thus making data the most
indispensable factor of production in the new era.
During the session of speeches by guest speakers, NI Guangnan, Member of the
Chinese Academy of Engineering gave a speech on “The Independent, the Controllable
and Cybersecurity.” He pointed out that the general situation of cyberspace affairs of
China should be clarified, the independent and controllable alternative plan of China
