Guangdong Representative Delegation Criticizes Economic Power of Central Government’s Ministries and Commissions as Too Broad

Former Director of Guangdong Province’s Development and Reform Commission, Li Miaojuan, said during a delegation to the National People’s Congress on March 6 that, “Since implementing the tax sharing system in 1994, each revision has directed further financial resources to the Central Government. This has risen from an initial 20% of funds to the current 50%, yet the tasks that local governments are responsible for are ever-increasing.”

Currently, out of 6,412 billion RMB in central government expenditures, there are 4,510.1 billion RMB transferred to local governments, which covers approximately 42.84% of local governments’ total expenditures. Of this, about half of the allocated amounts are for special projects, and the respective ministries and commissions retain the powers of examination and approval.
