Government has the Duty to Compensate the Japanese Vehicle Owner Damaged in Anti-Japanese Demonstration

Violence broke out vandalizing Japanese vehicle t due to the Daioyu Island incident demonstration. To date, it is the time for the protestors to take responsibility. The foremost question was that who should compensate the damages made to the Japanese vehicles.

In view of the news disclosed by the police, most protestors were migrant workers from other provinces or workers at the bottom of the society. Insisting the protestors to pay the damages could face a dead end. As the protestors would not have the money to pay for damages, then the debate of “who is responsible” would fall on to the insured to seek damages directly from the insurance company.
In order to file an insurance claim, there must be an insurance policy, and there must be insurance clauses that included damages resulted from demonstration or vandalism.
I have no knowledge on whether insurance company had included “vandalism related damages”...
