The Standing Committee of the National People’s Congress recently deliberated upon the bill of amendments to Land Management Law. A bright spot in the bill is that “all expropriation of farmers’ collectively owned land should be rendered with just compensation.” It replaced the current regulation that “in expropriating land, compensation should be made according to the original purposes of the land expropriated. The combined total of land compensation fees and resettlement fees shall not exceed 30 times the average output value...
