Shanghai resident, Feng Zhenghu orchestrated the initiative of “I Want to File a Claim” starting August 3. As of December 31, 2010, Feng has compiled the four issues: “I Want to File a Claim; A Compendium of Inaction Cases by the Shanghai Courts”, which documents 308 cases dismissed by the Shanghai courts.
