In July 2007, Wang Liangxie, who was a migrant worker in Beijing, went back to his hometown to take care of his ailing father. On that day, he bought a lottery ticket. When he returned to Beijing in September to the news that he had won the five million jackpot, he had already missed the 28-day redemption period.

Last March, Wang sued the National Sports Lottery Center and Beijing Municipal Sports Lottery Center at the First Beijing Intermediate People’s Court. The court ruled in October 2008 that Wang had lost the case. Wang then appealed.
