PARADIGMS OF INTERNET REGULATION IN THE EUROPEAN UNION AND CHINA
FOREWORD

The emerging new wave of technological breakthroughs and industrial revolution has
driven human society into the age of the internet, big data, cloud computing, artificial
intelligence, and genetic engineering. This has caused and will continue to give rise to
fundamental changes to our society on a scale never seen before, bringing both challenges
and opportunities to the global rule of law. How could we build up a legal system in
which law and technology can better interact with each other, and through which we can
better realize our shared values and regulatory goals? This has become the question of our
time, a question the legal community all over the world is seeking eagerly for answers.
To address these questions, Renmin University of China Law School has initiated and
conducted many research programs. We have also founded the Law and Technology
Institute in 2017. The aim is to help our legal orders better cope with the numerous
challenges brought about by technological developments. To achieve this objective, we
particularly encourage interdisciplinary and comparative study as well as cooperative
research with scholars from abroad on a variety of topics with internet regulation as a
priority. The joint research project we established together with the LMU Munich Faculty
of Law “Paradigms of Internet Regulation in the European Union and China” is therefore
of great importance and significance to us.
We are very pleased that a group of young scholars from our two institutions have
worked together closely and productively over the course of one year, and are now able to
present their research outcome. We expect to continue to work with LMU Munich as well
as other partners in this field in the future, and hope to make our contribution to the cause
of rule of law in the internet era.
