The three goals of the Chongqing anti-mafia campaign:

The primary and fundamental social management goal of the Chongqing anti-mafia campaign is to covertly weaken or deprive the non-public sector of economy, including the private sector and its related private entities and entrepreneurs. The money collected from the campaign will be used to strengthen state-owned companies or subsidize local government. The most prominent feature of the Chongqing anti-mafia campaign is to cause the wealthiest private entrepreneurs to lost all their fortunes and to break up their families by separation and death.

The second social management goal is to “legally” nationalize private entities and their properties as to narrow the income gap.

The third goal is to manifest state force through criminal prosecutions that are in violation of the Constitution and the laws, such that public opinions can be controlled and social stability be created.

The 10 features of the Chongqing anti-mafia campaign:

Promoting campaign-style law enforcement and government administration through unifying state apparatus;

Local CCP commissions and officials involving in the process of law enforcement, which plainly exceeded what the Constitution and laws allowed;

Courts of all levels giving up judicial independence and ignoring their responsibility to check against the public security bureaus and procuratorates, instead, the courts cooperated directly or indirectly with the public security bureaus and procuratorates by convicting and sentencing in accordance with their investigations and indictments;

Establishing hundreds of all-in-one task forces which were responsible for investigation, prosecution and trial;
