Lawyer Li Zhiyuan at the Wanhe United Law Firm in Hunan and several citizens submitted a request to the Hunan Department of Labor and Social Security to review the legality of Social Security Document No. 7 of 2007. After undergoing review, the provincial government's legislative affairs office voided this government document. This was the first government document to be halted under the Hunan “Provisions of Administrative Procedure " implemented on October 1, 2008.
