Guangzhou Lawmakers Grudgingly Approved Massive Government Subsidies for State-owned Kindergartens

Eight state-owned kindergartens in Guangzhou received government subsidies of 75,242,100RMB this year, an increase of 17.7 million RMB over last year’s subsidies, despite the Guangzhou government’s pronouncement in 2009 to phase out government subsidies to state-owned kindergartens.

Under China’s Budget Law, the People’s Congress has no right to review individual items in the government’s draft budget bill or to amend the draft budget bill, therefore it is not possible for the People’s Congress to make amendments to the draft budget bill or to veto inappropriate items.
