In a recent executive meeting of the State Council, it was decided that the “Overall Plan

Concerning Zhejiang Province Wenzhou City Comprehensive Financial Reform

Experimental Zone” should be carried out – a comprehensive financial reform

experimental zone is to be set up in Wenzhou City, where private funds are ample and

financial activities are active. According to the regulations, the experimental zone would

be used for experimental development of private fundraising and new type of financial

organizations, launching of individual foreign direct investment pilot project,

establishment of comprehensive service center serving small and micro enterprises, and

fostering the development of local capital market etc.

Musical Community Opposed Article 70 of the Draft of the New Copyright Law

On March 31, PRC’s National Copyright Administration published the “Drafted

Amendments of the Copyright Law of the PRC (hereinafter “Draft”), and sought opinions

and suggestions from the general public. The musical community reacted strongly.

On April 11, the Chinese Video and Audio Association Phonographic Working

Committee and the Pop Music Association of the Chinese Musician Association called

for a press conference requesting Article 70 of the Draft to be deleted; otherwise, all the

phonographic companies of the Phonographic Working Committee would leave the

Music Copyright Society of China. Article 70 stipulates that “if a user of copyrighted

work has already paid fees to a copyright collective management organization according

to the standard of collective management and usage fees, then such user shall not be

liable to pay damages to the copyright owner but shall cease using the copyrighted work

immediately if the copyright owner brings a lawsuit against the user.”
