On 29 of June 2009 afternoon at 14:40, Wu Chandi , 54 years old woman squeezed into the bus Route No.14 in Beijing and wanted to hand in her appeal material to Legislative Affairs Office of the State Council.

10 minutes later, the driver Cui Lin closed the bus door and called Beijing Municipal Public Security Bureau reporting that there are lots of petitioners in his bus and asked for some police to come to deal with. After over 10 minutes, two groups of police arrived early or late and they did not allow passengers to get off the bus. Again around half an hour later, more than 10 people dressed in civilian clothes walked onto the bus and Wu Chandi conjectured they were civil servants working for the Changzhou government, and one of their responsibilities was to intercept petitioners who came from Changzhou to sedt them back. However, Wu Chandi and her friends did not follow these civil servants, and they boarded another bus. They handed in their petitioning materials to the Legislative Affairs Office of the State Council then get back to home and wait for answering.
After 372 days, on 7 of July 2010, Wu Chandi was promenading outside with her husband. She suddenly was surrounded by a group of plain-clothed police and taken to the police station for questioning instantly. On that evening, police...
