Public Opinions Sought on Provisions on Standardizing Activities of Foundations

On April 24, the Ministry of Civil Affairs began to seek public opinions on “Several

Provisions on Standardizing Activities of Foundations (Trail) (Draft for Public

Opinions)” (hereafter “the Draft”) and explained the context, main contents, key

problems which are to be solved, activities to be standardized and legal validities of the

Provisions.

The Draft mainly focuses on standardizing three activities of foundations, including

acceptance and use of donations, trading, cooperation and value-preserving/ value-adding

activities between foundations, as well as information disclosure.

At the end of 2011, the number of foundations has reached 2500, with total assets of over

60 billion RMB. In 2011, their total annual income from donations is 33.7 billion RMB,

with total annual expenditure of 25.6 billion RMB.
