Four years ago, Wuhan issued “Provisions on Banning Smoking in the Public Places of Wuhan,” but these provisions are merely empty words now. In public places such as buses, train stations, Internet cafes, and restaurants, smokers puff away everywhere. As the reporter discovered, most of the people in charge of these places are unaware of the provisions of the smoking ban.
