Qiao Shi Publishes Book Discussing Original Intent of Re-establishing PLAC

In May 1988, the CCP’s Political and Legal Affairs Committee (PLAC) was disbanded, whereas the Central Leading Group for Political and Legal Affairs was established, with Qiao Shi being the Group’s head. In early 1990, the CCP decided to re-establish the PLAC. The recently published book, “Qiao Shi on Democracy and Legal Systems”, reveals that the role of the PLAC at that time was primarily to provide “macro-level guidance,” with special emphasis on “allowing each institute to perform its own functions in accordance with the law when handling cases.” “PLAC in all levels were not responsible for dealing with real cases, instead, they should focus on giving macro-level guidance and achieving harmony, and should be good advisors and assistance to Party Committees.
