On September 24, 2008, Huang Jiancheng, who was a railroad conductor on the 1291 passenger train, received a report from passengers claiming that another passenger, Cao Dahe seemed mentally ill and was shouting loudly in the carriage. Huang thus bound Cao with tape, resulting in Cao’s death due to a heart attack caused by a lack of oxygen.
