Henan is going to pilot court president resign system in entire court system as long as a major misjudged case occurred. Zhou Jianping of the Supreme People’s Court Trial Management Office said: “It is timely, crucial, and important.”

From the Zhao Zuohai case and the “Sky-high Toll Fee Violation case” to the “Robbery of Mentally-Handicapped Lu Tianxi Case,” and returning to the Judge’s “eye dazzled ” case from a short time ago, every mishandled case causes considerable damage to Henan’s image.

In reality, the situation is that time and energy of many court’s presidents is exerted each day on meetings with no relation to the court trials. Every day is spent chasing funding and projects. Every day the Presidents are entangled with the work of local centers, and cannot extricate themselves. After they become presidents, the courts’ business basically has nothing to do with the presidents’ daily life. This is a common phenomenon in courts at all levels. Of course, some courts have a system of requiring the president to handle several cases each year. However, in reality this responsibility only exists on paper.
