Retrials in the Li Chongkui Case is an Extremely Horrifying Signal

According to Article 2004 of the Criminal Procedure Law, retrials must conform to the four following grounds:

1) Newly discovered evidence can either confirm the facts found in the original verdict or prove them wrong;

2) The evidence which the verdict was meted out is unreliable and insufficient, or the principal evidence supporting the facts of the case is conflicting or contradictory.

3) The sentence or order was rendered based on incorrect law.

4) During the judicial proceedings, the hearing judges committed corruption, bribery, or malpractices for personal gain, fraud, or willful misconduct in adjudication. The judges in trying the case committed acts of embezzlement, bribery, or bended the law in making judgment.
