Scholars Suggest Establishing “Clean Government Special Zones”

To strengthen anti-corruption efforts, Professor Ren Jianming of Beijing University of Aeronautics & Astronautics recently proposed establishing “Clean Government Special Zones” in Shenzhen, Hangzhou, and Guangzhou. With the authorization of the central government, these zones would have more independent and more powerful anti-corruption institutions, as well as would enact an officials’ personal assets declaration system and a “conditional partial amnesty” policy.
