Li Qidong, an “outstanding teacher” at a primary school in Shenyang Sujiatun district, criticized local police online in 1989. Ten years later, in November 2009, Shenyang City’s RTL (Re-Education through Labor) Committee sent Li to a labor camp for one year for disturbing order.
