Shanghai Judicial Files Found with Instructions from High-ranking Officials

According to Liu Xiaoyuan’s Sina blog, from September 2001 to August 2003 a high-ranking official in Shanghai gave four consecutive instructions on a case, with the result that the case was not investigated. Surprisingly, this senior official’s instructions were also entered into the case file.

According to a police source in Shanghai named Zhang, in July 2000, when he began investigating a case of a Hong Kong businessman who was involved in money laundering of a hundred million RMB, the Hong Kong businessman pleaded with him through a private businessman but his pleas were rejected. Subsequently, he was reported and the documents were sent to a high-ranking official who was on good terms with the private businessman.
