On July 1, Yang Jia attacked the police building of the Zhabei branch of the Shanghai City Public Security Bureau, killing six and wounding four. On July 2, the key witness, Yang’s mother Wang Jingmei, went missing. On July 13, Wang Jingmei’s older sister Wang Jingrong reported her mother’s disappearance to the Datun police station of the Chaoyang branch of the Beijing City Public Security Bureau. Officer Song said that the case could not be reported because the leaders were not present. On July 14, Officer Song told Wang Jingrong that Wang Jingmei had spent two days in the police station and then left. On July 17, Wang Jingrong again reported the disappearance of her mother and the police station accepted this report. On the same day, she saw in the newspaper that Wang Jingmei had authorized a lawyer by the name of Xie Youming on behalf of her son Yang Jia.

On July 18, Wang Jingrong called lawyer Xie, but the person who picked up the phone said he could not get in contact with Xie. On July 22, Wang Jingrong requested to see the police to report that Xie Youming had been in contact with Wang Jingmei, but the police told her to find Xie by herself.

After her sister had been missing for two months, Wang Jingrong decided to bring suit against the Chaoyang branch of the Beijing Municipal Public Security Bureau, but the Chaoyang Court immediately refused to accept the case.
