THE FIRST SUMMIT ON “DIGITAL ECONOMY AND FUTURE RULE OF LAW ” WAS
HELD IN BEIJING
The first summit on “Digital Economy and Future Rule of Law” was held in Beijing
on November 25, 2018. It was jointly organized by the Law and Technology Institute of
Renmin University of China and JD Legal Research Institute. Both institutes also released
the 2018 Blue Book of Rule of Law on Internet. The organization that drafted the Blue
Book was co-chaired by Professor WANG Liming, Executive Vice President of Renmin
University of China and Ms. LONG Yu, Chief Human Resources Officer and General
Counsel of JD.COM. Professor WANG Yi, Dean of School of Law, Renmin University of
China and JIAO Jiao, Vice President and Head of Legal Department of JD.COM were in
charge of drafting the Blue Book. The rapid development of the digital economy in recent
years has altered the commercial system of the industrial economy and has triggered new
governance concerns. This called for new legal rules and the broadest consensus, that is,
the “maximum common denominator” in the field of the rule of law on internet. The two
institutes initiated the Blue Book project to benefit the extensive and in-depth study of
important issues in the field of the rule of law on internet.
The Blue Book consists of five sub-reports that analyze the legal rules in the era of
the digital economy from the perspectives of e-commerce, data governance, internet
competition, artificial intelligence, and equality. The book also makes suggestions toward
breaking information barriers, bridging the digital gap, and promoting the inclusion of the
digital economy to lay the foundation for the healthy development of the digital economy.
During the forum, experts and scholars at home and abroad elaborated on and
discussed various issues such as changes in internet laws, big data strategies, artificial
intelligence, the protection of intellectual property, market competition, and ecological
governance. The participants also discussed issues related to the 2018 Blue Book of Rule
of Law on Internet.
Professor ZHANG Wenxian, Vice President of the China Law Society, Senior
Professor of Liberal Arts of Jilin University and Professor of Zhejiang University,
delivered a speech titled “What Is the Future Rule of Law?” He pointed out that the future
rule of law is not only a new concept but also a new proposition that represents new
thinking. We must study, program, and construct “the future rule of law” from a strategic
height that is facing, stepping into, and leading the future. The future society is a smart,
