In September 2011, 29-year old Yan Ning of Hebei Province Guantao County was appointed as the Guantao County CCP deputy secretary and acting head of county. Born in 1981 and under the age of 30, this young man had already been promoted four times in three years. He had become one of the youngest head of counties in China. In response to public concern about hiscurriculum vitae, the County government official said, “thehead of county’s curriculum vitae is classified information that cannot be disclosed.”
