Wal-Mart Arrears Thousands of Million Rents, Court Intervention Leads to No Result in 6 Years

In 1999, Dalian Wangguo Shopping Plaza Co.,Ltd. signed an agreement with Dalian Wal-Mart Service Management Co.,Ltd. that Wangguo will provide funding and field for Wal-Mart to open up its store. The agreement was scheduled on June, 11, 2002, when Dalian Wal-Mart rent the mall for business, with yearly payment of more than 10 million RMB, for 15 years. But Wal-Mart has not paid rent after taking over the housing transferred in 2002.

In 2003, Dalian Wal-Mart filed an arbitration request to CIETAC for rescinding the lease contract on the grounds that Dalian Wangguo did not fulfill the agreement in the contract. The request was denied and Wal-Mart was asked to continue the contract. But Wal-Mart refused to perform arbitral reward, and repeatedly applied for arbitration in 2005. In 2008 this request was denied by CIETAC.
