Wukan Founded China’s“Political SAR”

Guangdong Province Lufeng City Wukan Village Party Branch and Village Committee were corrupted and were involved in illegal land sales, which infringed the interests of the villagers. After numerous collective petitions, all to no avail, the villagers got rid of the village cadres and the CCP party secretary, and had democratically elected villagers to the “Provisional Representative Council of the Villagers of Wukan.” The Shanwei City government had defined the Council as an “illegal organization” and had secretly arrested 5 activists village representatives. Xue Jinbo died post-arrest, which intensified the “Wukan incident”.

On December 17, Wukan Villagers’ Congress issued a democratic declaration, stating its hope that in the future, the country’s officials in the villages, towns, cities, provinces and even the central levels could be elected in fair and open democratic elections.
