In May 2008, Lingbao Municipality of Henan Province rented 28 square kilometers for 1,200 RMB per year. About 30,000 farmers lost their land. Wang Shuai, a migrant worker working in Shanghai from Lingbo city of Henan province, publicized the matter online.
